Thousands of mobile phone customers in Kenya are losing their money for receiving premium rate texts they never asked to receive by firms such as Cheza Games.
These premium rate subscription firms are ripping people off and seem to be getting away with it.
Safaricom has partnerships with licensed Premium Rate Service providers like Cheza Games whose core business is to run services and promotions on short codes leased to them by Safaricom.
“…all mobile service providers are obligated to work with CSPs. We remain concerned that some service providers who are supposed to ensure that their services have a simple opt in and opt out option have not done so, despite continued operator and customer complaints,” said Mr Collymore.
On 27th October 2016 Safaricom released a position Statement on Customer Complaints on Premium Rate Services below.

CUSTOMER COMPLAINTS ON PREMIUM RATE SERVICES.
Our attention is drawn to a number of customer concerns relating to involuntary subscriptions to Premium Rate Subscription Services. We continue to investigate these case on a case-on-case basis and have reached successful resolutions with customers who have alerted us of such cases. However, we have noted social media complaints that a number of subscribers have been erroneously subscribed to the ‘Cheza Games’ service without their knowledge.
In light of this development, I have committed to ensure that all customers who have been erroneously subscribed to the ‘Cheza Games’ service shall be refunded by the provider of the ‘ Cheza Games’ service for the amounts erroneously billed. We shall continue conducting investigations of all Premium Service Providers to ensure that our customers are protected and not exposed to such malpractices.
In the meantime, we shall continue to educate our customers on how best to manage Premium Rate Services to enjoy the best experience on our network. In addition, Safaricom recently deployed an intelligent system on our network that automatically updates the customer if they have signed up for any Premium Rate Services and asks them to re-confirm the subscription.
With the integration of the new system, we also launched the free-of-charge ‘My Subscriptions Manager’ service, which gives customers the control to regularly view and manage all their active subscriptions (Data, SMS, Skiaza and Premium Rate Services) and unsubscribe from any active services they may not wish to use. This can be accessed via *100*5# or *200*5#.
Lastly, premium rate services are run by Content Service Providers (CSPs) licensed by the Communication Authority of Kenya (CA), and all mobile service providers are obligated to work with CSPs. We remain concerned that some service providers who are supposed to ensure that their services have simple opt in and opt out option have not done so, despite continued operator and customer complaints. We will be grateful if the CA exercised its regulatory oversight by constantly reviewing the operations of the CSPs and even de-registered the ones found to be defrauding customers or operating in contravention of their licence.

Safaricom today said all its customers who have been subscribed to Cheza Games premium rate subscription services without their knowledge will be fully refunded any money billed.
“I have committed that all customers who have been erroneously subscribed to the ‘Cheza Games’ service shall be refunded by the providers of the ‘Cheza Games’ service for the amounts erroneously billed,” he said.
Chief executive officer Bob Collymore said the refunds would be done by the liable ‘Cheza Games’, which are run by various content service providers (CSPs) that are licensed by the Communications Authority (CA).
How to Check and Unsubscribe Cheza Games unwanted Premium Rate SMS:
Dial *100# OK if you are on prepay or *200# for post pay users.
Choose option 5 (My SMS Services) from the list of options
Choose the first option (SMS Services)
You will see a prompt with ‘Buy SMS Service’ and ‘My Active SMS Services’. You should choose the second option to see the active SMS services on your line.
From there, you will see the premium rate SMS services you are subscribed on like Cheza Games and choose the ones you want to unsubscribe from.
Note: My Subscriptions Manager service under Safaricom menu will also give you the control to view and manage all your active subscriptions (Data, SMS, Skiaza and Premium Rate Services) and unsubscribe from any active services you may not wish to use.
